BREAKDOWN OF TALKS Finnish Delegates Likely To Leave Moscow

UNABLE TO MAKE ANY FURTHER CONCESSIONS

Helsinki, To-day.

M. ERKKO, THE FOREIGN Minister of Finland, re- vealed in an interview given to foreign journal- ists yesterday, that the negotiations with Mos- cow have broken down, and that the Finnish de- legation is returning to Helsinki.

He said, that the return of the delegation did not mean that negotiations were completely broken off. Further consultations would take place in Helsinki.

Nevertheless, M. Erkko said, Finland can make no more concessions.
