PROPAGANDA WARFARE on a scale as yet not at- tempted even by Dr. Josef Goebbels, the Reich's Propaganda Minister, was the main subject of discussion at Adolf Hit- 'ler's recent conference with, his Nazi District leaders (Gau- leiters), it was disclosed here to-day.
