The Food Controller may at his discretion permit any licensed im- porter to import a quantity in ex- cess of the quantity originally au- thorised provided that such addi- tional imports shall pay an extra levy of 12 cents per picul in addition to the ordinary levy. The Food Controller

may also authorise at any time a propor- tionate increase in the amounts authorised to be imported by all licensed importers if the demand appears to necessitate -such in- crease, and in the event of such a general proportionate increase no additional levy will be pay- able.

INITIATION. OF SCHEME Licences will be issued in the first place for a period of six months. Licensed importers will be required to acquire their stocks within a period of 14 days and in order to enable them to do so Government would transfer to them from its own stocks what- ever quantities might be rem quired at prices for the various grades based on the average price prevailing during the mouth of November.

All stocks will be held in go- dowris registered by the Food Controller.

Government will compensate for any damage or loss of stocks as a. result of enemy úction.
