ARMY OF

OF DOCK WORKERS FOR ALL EMERGENCIES

TO MEET THE NEEDS of the country at ports, in any cir- cumstances arising out of the war, the Transport Minister will have at his disposal a great civilian force. This is being created as the result of an agreement reached between the Minister of Labour, the National Council of Port Labour Employers, and the transport and gen- eral Workers' and Associated Unions.

An Air Force recon- naissance aircraft patrol- ling in the North Sea yesterday shot down a German air force flying- boat and directed a ship in the vicinity to the rescue of the crew of the flying-boat who were clinging to the wreck- age.-Reuter.

The scheme provides for the volun- tary enrolment of dock labour will- ing to transfer to any port as neces- sity may arise and where the num- ber of registered dock-workers is in- adequate.

Lists of volunteers will be

pre- pared at the Union's port offices and normal arrangements for transferring the men will be made by the local Labour Exchange machinery.

Long distance transfer will only take place where at least six days' work is expected.

.FREE TRAVELLING Government provides travelling expenses and there are arrangements for subsistence allow- ances and guaranteed minimum earn- ings.

The scheme has been evolved from proposals made by the Union which states that the whole problem has been dealt with on an industrial basis by mutual arrangement and while assuming the necessary labour force, avoids introducing a mass of tem- porary unskilled men .and retains work for the experienced docker.

The Union appeals to dockers to volunteer "In the interests not only of the war, which are vital, but for the sake of their own future" | and concludes by asking members to make a success of the scheme which preserves civilian liberties and en- ables the industry to carry on effec- tively under civilian conditions.-Bri-

He said that "in a year we shall have as many men at the front as you."

He explained that this country could not enrol all its men at once, as it was not possible to equip and Instruct them at once. They must proceed by sections.

He also referred to the transport to France of the British Expeditionary Force and the shipment of its equip- ment, which he said was carried out
