The provision against American ships trading with belliger- ents will, it is claimed by the support- ers of the new measure, avert the pos- sibility of such incidents as took place during the last war at the time when America was still neutral.

The President's Message to Con- gress summed up the Administration's case. It urged a return to the normal international practice and the tradi- tional neutrality policy of the United States, with which the arms embargo was not in accord. He held that the alone represented traditional policy real neutrality. The facts of geography must be recognised. "The enactment of the embargo provisions did. more than revise our traditional policy. It had the effect of putting land powers on the same footing as naval Powers so far as sea-borne commerce was concerned. A land power which threat- ened war could thus feel assured in advance that any prospective sea- power antagonist would be weakened by denial of his ancient right to buy anything anywhere." He also pointed out the inconsistency of the Act as it stood, permitting as it did the sale of part-manufactured implements of war, and all kinds of general goods of. use to a belligerent.
