U-BOAT COMMANDERS' ORDERS

The skipper of a Norwegian steamer which was sunk by a German submarine off Bergen on September 29, stated yesterday on his arrival here that the com- mander of the U-boat refused to see the ship's papers, adding that he had had orders to sink all ships with cargo for Britain.
