THE METHODICAL WAY in which Canada is mar- shalling her naval, military and air forces, and her great productive resources, in order to play her part in the war with Germany is revealed by. Canada's National Defence Minister.
In order to determine the maximum effective con- tribution that can be given, the Canadian Gov- ernment has been in consultation with the Unit- ed Kingdom Government.
The British Government has in- dicated that Canada would be of the most assistance at once by facilitating the purchase by the United Kingdom of essential supplies.
This will involve immediately the gearing-up of Canadian industry to meet heavy demands and the finding of some way whereby Canadian dol- lars. may be made
available to the British Government.
This will probably involve the repatriation of Canadian securities held in London and, at a later stage, the granting of credits. Regarding general enlistment, Mr. Norman Rogers stated that the policy is to avoid indiscriminate recruitment and to proceed along as well ordered lines as the circumstances render de- sirable.
The statement also disclosed the specific naval measures already taken by Canada, whose naval forces are on duty on both coasts.

IL DUCE'S WORD FOR NAZI THESIS
Rome, To-day.
A declaration that а | real clash" might yet be avoided was made by Signor Mussoslini. when addressing Fascist lead- ers from Bologna.
He declared: "Europe is not yet, in effect, at war. A clash may be avoid- ed by the realisation that a desire to maintain, or worse still, .recon- stituté the positions which history and the natural dynamism of the peoples have condemned, is a vain illusion."
The Duce added that Italy's policy had not changed since the déclaration of Septembar 1 when war was offiolaily announced. Italy would not take the Initiative in military operations..
