FORECAST OF THE PACT
Rome, To-day.
Soviet Russian circles in Rome forecast that the proposed German- Russian pact will provide that either side has the right to denounce the pact if the other commits an aggression.
Other clauses will probably contain undertakings that neither side will attack the other, and will remain neutral if the other is the victim of aggression. Reuter.

IT IS OFFICIALLY ANNOUNCED THAT THE CABINET DECIDED, AT ITS MEETING YESTERDAY AFTERNOON, THAT ANY GERMAN-SO-
VIET NON-AGGRESSION PACT WOULD IN NO WAY AFFECT
THEIR OBLIGATIONS TO POLAND.
Parliament will meet on Thursday, when both Houses will pass through all stages the Emergency Powers Defence Bill to place the Government in a position to take any necessary measures without delay should the sit- uation require.

GERMAN MOVE
DEPRESSING EFFECT ON JAPANESE
Berlin, To-day.
The German-Soviet pact announcement took Japan- ese in Berlin completely by surprise, and appears to have had an extremely depressing effect on them.
The Japanese Ambassador, Mr. Oshima, conferred with principal members of the Embassy till early in the morning, and then despatched a lengthy cable to Tokyo.
