COMMONS' "DUNGEON"
FOR ITS WAITERS
Men Not Getting A "Square Deal"
QUESTIONS ABOUT the working conditions of waiters employed at the House of Commons were asked at the Westminster inquest on Arthur Robert English, 31, of Sidlescombe-road, Fulham, who was found drowned in the Thames at Pimlico.
In one question Mr. S. S. Silverman, M.P., who appear ed for the relatives, referred to the waiters' room as "this little dungeon-like place underneath."

FOR JAPANESE CONSUMPTION ? .
GERMAN ADMIRAL ON CAPACITY OF BRITISH NAVY
Berlin, To-day.
Under the heading “England's Empty Threat," Rear- Admiral Gadow, German naval writer, in an article in the "Deutsche Allgemeine Zeitung,” discusses Britain's "threat" to send a fleet out to the Far East.
In point of fact, he says, a glance at the military possibili- ties will serve to reveal that the real purpose of the "threat" is mainly to gain time.
He maintains that Britain is unable
to send a fleeet to the Far East as long as Europe remains in the grip of the present crisis.
Even a combination of the Home and Mediterranean fleets would hardly be powerful enough to make an Impression east of
Singapore! !
At the most, it might weaken the Japanese blockade of the South China coast, but even that would mean con- tact with the enemy, as the Japanese have established themselves on Hai- nan and the Spratley islands and would be able to operate by means of aircraft and submarines as far south as the Gulf of Tonkin.
It was stated in evidence that Eng-, street Tooting, a fellow waiter at the lish was a walter at the House of House of Commons, was asked by Mr. Commons. He used to go home to see Silverman whether a waiter's life at his wife in the afternoons when he the House of Commons was not rather}" had time to do so. He had promised hard, to go hame on Monday, but "efreum- stances "made it necessary for Kim to. stay on' duty,
"I believe it is,” said Huntley.
It is "likely," he says, that the Anglo-French naval talks at Singapore last July dealt with this possibility.
But the only outcome so far has been a reinforcement of Singapore by British troops.
INEFFECTIVE The
German British Navy, the admiral contends, would be ineffective north of Shanghai, owing to the re- moteness of this region of Japanese naval dominance from British bases.
Even in the event of a wide radlus blockade of Japan by British and American fleets, there would be little chance, he tries to agree, of successful operations, "owing to the fact that British would not be able to release naval forces adequate for the pur- pose,"
BRITISH BEET SUGAR PRODUCTION
500,000-TON ESTIMATE
It is estimated that the sugar production from the 402,000 acres now under beet sugar cultivation In England and Scotland will be about 500,000 tons, not 500,000,000 tons as has been erroneously stat- ed.
Weather conditions have been very favourable this year, and the prospects are therefore much better than they were at this time last year.

Mr. Silverman: All English could do was to go to this little dungeon- like place underneath. If he had had a proper place to go and rest it might have eased him a bit?—Yes.
Prime Minister, after a tour of in- spection recently, pronounced himself satisfied that the Dominion could withstand air or sea attack from that side.
On the Atlantic Coast, however, progress has been held up hitherto by lack of co-ordination between the Newfoundland and Canadian authori- ties. This is now being corrected, and the permission to include the Labrador Coast in the Dominion's air defence plans has removed a source of fric- tion.
