JAPANESE MAKING GRAVE ISSUE OF KINLOCH INCIDENT

The Japanese military authorities are making a grave issue out of the Kinloch incident, and according to compe- tent sources has decided to adopt drastic measures to suppress the anti-Japanese attitude of the Settlement authorities which is governed by British influence.” "With this brutal murder, Britain has broken the

The Japanese version of the shoot- ing varies, remarkably, from that ab- tainable of the International Settle- ment authorities.

It makes no reference to the fact that Kinloch was shot in the back by a Ta Tao policeman, but declares that "two Chinese police- men were killed and six others wounded by machine-gun

FRENCH AND S.M.C. AUTHORITIES CONFER

An urgent conference was held last night by representatives of the Shang- hai Municipal Council and of the French Municipal Council to discuss the Kinloch shooting incident.

Yesterday Japanese papers pro-Japanese vernacular press strong- ly attacked the S.M.C. Police who

they allege were responsible for the deaths of two Ta Tao Police and the wounding of five others.

They demand strong action by the Japanese authorities.

One paper asserts "force must be met with force," and demands the handing over of the Concessions to the Japanese.

It is understood that a strong pro- test will be made to the Japanese by the S.M.C. to-day.-Our Own Corres- pondent.

STRONG ACTION

Shanghai, To-day. Yesterday afternoon a meeting of Japanese naval, army and di- plomatic representatives was held on board the Japanese flagship Idzumo, to discuss steps to be taken in connection with the Kinloch shooting incident.

The meeting decided to the Shanghai Municipal Council responsible for the shooting, and to take strong action in the mat- ter-Our Own Correspondent.

The French authorities yesten- day informed the Shanghal Even-, Ing Post and Mercury Company that the printing of the cam- pany's evening Chinese edition, the "Tal Mei Wen Pao" in the French Concession, has been banned.

FRANCE BUYS U.S. WAR MATERIAL

Washington, August 11.

A total of $39,920,731 worth of licences for the export of war materl- als were delivered by the U.8. Gov- ernment during July, the State De- partment announced to-day, and of this amount licences for the huge total of $35,419,372 were granted to France alone.

Most of the permits were for pur- chases

of airplanes and plane parts. The amount involved constitutes a new record for the grant of licences to any one nation during a single month.

Among other nations which obtain- ed licences are the Netherlands and the Netherlands East Indies, with a total of $2,514,899 · for planes and plane parts, and Japan, with a total of $757,100 for one Douglas plane and one autogyro.

DOUGLAS ORDER

The State Department announced that the order for the Douglas plane had been passed on March 1, 1938, before the Secretary of State, Mr. Cordell Hull, asked American plane manufacturers on July 1, 1938, to cease sales to nations which bombed civilians. The only sale in contra- vention of Mr. Hull's request was that of the autogyro.

Argentina, Canada and Great Bri- tain also obtained licences last month for purchases of American war mat- erials.
