GERMAN NAVAL CHIEF ACCUSES GREAT BRITAIN

A SPEECH YESTERDAY afternoon by Grand-Admiral Rae- der, Supreme Commander of the German Navy, con- stituted the climax of the congress in Dresden of the Nazi-German Naval Union, an official organization in- cluding in its membership all those formerly belong- ing to the Navy.

Grand-Admiral Raeder declared that this congress was of a particularly significant character, because this year coincided with the memorable days of the outbreak of the world war, "all the more so because just as in 1914 powers hostile to us are at work trying to bring about an encirclement that would deprive the great German Reich of its possibility of existence in order to be able to force on us a still worse dictated peace than that of Versailles.
