ABOUT CAPRIVI
CAPETOWN, TO-DAY. REPORTS THAT THE UNION OF SOUTH AFRICA HAS AN- NEXED THE CAPRIVI ZIPFEL ARE DESCRIBED BY. THE SOUTH AFRICAN MINISTER OF NATIVE AFFAIRS, H. A. FAGAN, AS UNTRUE.
As the mandate power he ex- plains, South Africa has the right to govern this territory from Pre- toria or from any other point she may choose.
Reason for transferring the ad- ministrative headquarters lies ip complaints from South West Africa that the territory, is inaccessible from there and can be controlled only with difficulty. For this rea- son it was decided to govern the territory directly from Pretoria. Trans-Ocean.
