The sending of letters to Chinese employees of Bri- tons has been followed up in some instances by direct intimidation by the so-called “anti- British picket corps," generally believed to be Japanese-organised.

'The bulk of the Chinese populace remains normal-

The trouble is caused by a small minority having

the full support of Japanese publicity, while the majority of Chinese believe the agitators have the Japanese military authorities' sup port.

Therefore it is easily possible for the situation to develop seriously.
