the war, the superiority, on land and in the air, would be on the side of the Totalitarian States; but as the war went on, this initial superiority would be trans- formed into inferiority.
Why? Because, even during the peace, the Totalitarian States have developed their military machine to an enormous extent; they prefer cannon to butter. But, on the other hand, the economic, financial
and industrial capacity of the de- mocracies is far superior to that of the totalitarian group; if the democracles have time to mobilize their immense resources in ma- terial and manpower, they are as- sured of victory.
This general indication of the position makes it possible to under- stand what part France will be called upon to play in the coalition,

During the first phase of the conflict, the French army would have to bear the main weight of the land action. The British army is small, Poland has but thirty divisions, and the Russian army is remote from all fronts and difficult to transport and to utilize.
Thus, it is on the western front, defended by the French army, that the Totalitarian States would bring their principal effort to bear. Why? Because it is in their inter- est to overthrow this army before the intervention of the overseas, British or Russian forces. If the German troops, spreading through Holland, Belgium and
the northern plains can reach the Channel ports, this would hinder the disembarkment and the utiliza- tion of the British troops. For fighting purposes, a modern army needs vast tracts of land. It is. indispensable for the success of the democracies that the invading armi- es should be held up as near as pos- sible to the German frontier and debarred from access to the French northern and Channel ports, Mar- shal Foch very rightly drew at- tention to this point at the Peace Conference of 1919.5%
