London, Yesterday.
At yesterday's enquiry into the Thetis disaster, the Mersey Harbour Board salvage officer, Cap- tain Hart, described two attempts to take off one of the stern covers.
Capt. Hart said that after the second attempt Thetis began to cant slightly, and he considered it in- advisable to remove the plates.
Capt. Hart then told of a differ- ence between himself and Capt. Nicholson, commander of the des- troyer flotilla, regarding the best steps to take.

Capt. Nicholson suggested tempting to raise Thetis higher and cutting a hole.
Capt. Hart replied that he would not agree to the suggestion, but would carry it out if Capt. Nichol- son insisted.

through existing coal marketing schemes, and arrangements had been made to deal with the control of supplies in consuming districts as well as at the point of production. A system of priorities will be established to ensure supplies of coal to essential industries, ~and~a scheme for regulating supplies of coal gas and electricity to domestic and other small consumers had been prepared and will be adminis- tered through local authorities.
The departmental staff required to operate the schemes in an emergency will consist of coal supplies officers in producing areas, divisional and assistant divisional coal officers in civil defence regional areas and coal export officers at ports.
