BARTER AGREEMENT

Fulfilment of the terms of the Anglo-American barter agreement may, owing to a complicated Congressional situation, be delayed indefinite- ly if a proposal being considered by the Com- mitte is adopted, according to some Congres- sional leaders.

The proposal, which supports ware-housing interests, woul' } re- quire that cotton to be delivered to Britain in exchange for rubber to the same value should be classified and graded where it is now being stored, instead of at the point of export (as stipulated in the agree- ment).

The banking currency committee House representatives are consider- ing a proposal to form an .amend- ment in the existing legislation au- thorising the Government to dispose of surplus cotton to Britain; should it be adopted, it is said that there is a likelihood of a deadlock in the Senate, as a result of which nothing could be done to implement the agreement until the next session of Congress.
