General Pai Chung-hsi, Deputy Chief of Staff, in a statement on the occasion of the second anni- versary of the Sino-Japanese hostilities, declar- ed that Japan, in spite of her greatest efforts, including aerial bombings, has been unable to conquer China after 24 months of war. Japan had actually gained no success, because of
