Sir Arthur's book is not primari- ly destructive; he paints the back- ground of our troubles only so that he may indicate the route back to security, which he does not present as something simple and slogan- like.

But there can be only one end to an armaments race or a grouping of Powers, unless the tension is relaxed from one side or
both..
If the tension is not relaxed, and if a war comes, we shall doubtless strive to win it and to formulate peace terms. Sir Arthur suggests that we should, in broad outline, formulate these peace terms now, publish them and, if possible, get them accepted without a war.
LONG-TERM INTERNATIONAL
POLICY
His suggestions-economic, coloni- al, juridical are, he admits, un- satisfactory at the present critical stage, and they imply a change of attitude on the part of the Axis Governments which is not yet even dimly visible. But Herr Hitler has from time to time greatly influenced opinion both in his own country and in ours by "offers" which may or may not have been intended to be practical. Would it do any harm to borrow this technique, with the idea in mind that the offer, if not im- mediately accepted, shall (for a change) remain permanently in view and await acceptance?
Certainly the offer would radically affect opinion in, for instance, the United States, and might reach the German- people despite their rulers.
