* * * These schemes were certainly received with enthusiasm by some Germans. But the people as a whole is not interested. It opposes the oppression of other States and peoples. An organis- ation of this kind would mean the end of Western Europe. It may be a kind of remedy for the division of Europe into count- less nationalities. But the met- hod is uncivilised. It is based upon force and oppression. But there is one point which
may afford matter to reflect; that here as in all Hitler's enter- prises, he executes the secret and elementary will of the masses.
Let us confess this frankly: The nations themselves, their subjects, are tired of this quar- rel of nationalism. The time is ripe for a complete and compre- hensive reorganisation for which the League of Nations with its negative collective se- curity could only be the first stage, a mere pedagogic attempt which has failed. The only way. to dam the imperious world re- volutionary force of national so- cialism is to proclaim the indi- vidual rights of the several and ̈ smaller nations. Only a federa- tive organisation of the Euro- pean States, a constitution of
the nations of Europe based up- on freedom but also upon unity, can be successfully opposed to the compulsory unity of Hitler.
One of the principal symp- toms of the chaos in Europe is that world peace is now, as six. years ago, imperilled by such a tiny and as yet undecisive fac- tor. A small conglomeration of 415,000 souls. But this situa- tion is above all symptomatic of the sterility and the danger of the policy of Hitler, which, even in the case of treaties, as in the Germano-Polish pact, cannot solve any problem but merely suppresses them by force or uses them as dynamite în a world revolution. Even if the question of Danzig is resolved on pacific lines, this will merely imply that the dynamite will be utilised and more effectively at a later date. And this time, the period between the conclusion of an agreement and another crisis will hardly exceed six months.
