It is believed that the Soviet reply to the last British proposals which may already have been pre- sented in London corresponds practically to the contents of an article in the newspaper "Izvestia" yesterday.

The article says that Hitler's Reichstag speech de- nouncing the Anglo-German Naval Treaty and the German-Polish Non-Aggression Pact, and the German and Italian decision to conclude a military alliance, have considerably changed the international situation.
