Why does he abstain? In part from fear. In a civilised country a thief or murderer, save in some exceptional cases, cannot long pursue course. Very soon he falls the hands of the police and of the law. Moreover, if he has had any religious training, he knows that in case he escapes the justice of men, he must still reckon with God's.

What, then, are the feelings which dictate this honourable conduct to him? They are three kinds. First come the social instincts.
