There are moments when inter- national understanding has to be deliberately sought and negotiated, and political tension is apt to weak- en the spirit of mutual concession. In our personal contacts we strive to live in harmony with our fellow men, otherwise civilisation could never come into existence.
Are we now going to destroy ci- vilisation by failing to do interna- tionally what we learnt to do indi- vidually?

The Duke advanced discourage- ment of harmful propaganda which tenda to poison the minds of peoples.
"I personally deplore the use of terms like encirclement and aggres- sion, which arouse dangerous pas- sions which it should be the aim of all of us to subdue.

It is officially announced that the Supreme Council met at the Palazzo Venezia un- der the presidency of Musso- lini, and considered "mea- sures being taken to make the army entirely ready."

LITHUANIA AND POLAND
Kaunas, To-day. Lithuania has no intention of en- tering into a military pact with Poland, it was announced here yes- terday, following foreign press re- ports that the visit of the Lithuan- ian Chief of Staff to Warsaw was for the purpose of discussing such a-pact.-Trans-Ocean.
