Irish Exempt In War
Irish citizens living in Britain may be exempt from military service in wartime. The Cabinet, is con- sidering a suggestion that they should be allowed to opt either Bri- tish or Irish authority in a crisis.
Adoption of this proposal would have a far-reaching effect on North- ern Ireland, as the issue of the Con- claims made in Eire's new stitution is involved.
According to information, Mr. Chamberlain has outlined to Mr. de Valera the official British view of the international situation, and asked for Eire's attitude to a pos- sible ware crisis involving Britain.
Mr. de Valora reaffirmed his policy, as expressed in the Dail re- cently, that Eire would attempt to remain neutral in a military sense, while continuing to supply food to Britain. In the event of a direct attack, Eire would defend herself and welcome the co-operation of Britain.
TWO QUESTIONS
Discussions then ranged around two questions: the British Govern- ment's attitude to Eire's new Con- at ́tion and the plan to exchange Ministers Plenipotentiary.
Position is that the Chamberlain Government has not yet fully ac cepted Eire's Constitution. Chief stumbling block is the claim of de jure authority over residents of all 32 counties, while recognising that de facto authority still exists only over 26.
Britain gives no hope of an early solution to partition.
