It is argued that conscription in Britain cannot quickly become factor of military importance, and must be regarded as a gesture.

Outlining the Australian Gov- ernment's defence policy yester- day, the new Premier, Mr. R. D. Menzies, said that while the Com- monwealth must stand or fall with the other countries of the Empire, her defence policy must have as its basis the risk and responsibi- lities in the Pacific borne by Aus- tralia and New Zealand.

“Mindful of it, I look forward to the day when we shall have a con- cert of pacific powers in the Pacific in both senses of the word.
