TOR the second time in five and a half' years I am feeling a strange sense
of isolation. The first time was in mid-October, 1933, when Herr Hitler suddenly announced the withdrawal of National Socialist Germany from the League of Nations. For months it had been clear to every careful and experi- enced, observer that this 'decision was coming. When it came, the press and the public and even the Government in Great Britain were profoundly shocked and surprised.
