JAPAN STRUTS UPON STAGE IN FAR EAST ONLY BY PERMISSION OF POWERS

-QUO TAI-CHI

London, To-day.

Japan could not continue the war against China for six months longer without imports from the West, said the Chinese Ambassador, Mr. Quo Tai-chi, speaking at the Manchester Reform Club last night.

Pressure against Japan by boycott of her exports, and an embargo on her imports, would bring the conflict to an end.

"Japan struts upon the stage of the East only by permission of the Powers, whose hesitancies and pre-occupations are her safeguard.

"She is the greatest sham of in- vulnerability that ever got away with such sheer impudence in an anxious world.”

China tried a. policy of accom- modation for six or seven years un- til she realised that all she would ever get out of it was the smile on the face of the tiger.

IL DUCE AND THE "JUNIOR PARTNER"

London, To-day.

The Duce's declaration that Italy wants to work and not

to wage war, is widely commented upon..

Although, the papers are by no means unanimous in their interpre- tation, most say that the moderate tone of the Duce's speech came as a pleasant surprise.

Vernon Bartlett in the "Newa As against her territorial losses Chronicle" interprets the Duce's she had developed effectively an speech as an attempt to revive the empire out of the great self-suf-plan of a four-power pact between ficient South-Western Provinces. London, To-day.

NOT TRUSTED

The "Daily Mail" begins a pes- simistic note but admits "the Duce declared at least that Italy does not. intend to attack anyone but wishes to devote herself to her work." The paper, however, does not trust the Duce's peaceful assurances in view of recent developments.

The "Daily Telegraph" writes in a similar vein. It demands the im- mediate withdrawal of Italian vo- A 20-year-old Estonian, Paul

The majority of the papers as- sert that the Duce is playing only a secondary role in the direction of the policy of the Axis and that he must obey completely the orders of the "junior partner" in Berlin, Trans-Ocean.
