BUDGET SPECULATIONS
The duty on tea is now 8d. a pound, with 2d. a pound prefer- ence on Empire tea, which forms the greater part of Britain's sup- ply.
During the war the duty was a shilling. The conclusion now is that the Chancellor was either steadying abnormal out- of-bond movements for the clos- ing few weeks or else making sure that there will be plenty of tea to bear additional taxation. The balance of opinion is on the former point.
The tobacco position is differ- ent. In spite of the present duty of 8s. a pound, consumption of tobacco has steadily increased for several years. The duty is casily collected, and the Chan- cellor may not find it easy to re- sist an increase which could be justified as a luxury tax.
