The view taken in Berlin, and doubtless in Rome as well, is that the victory of General Franco has created a new strategic situation not merely in Spain but in Europe and Northern Africa. That it should do so was, indeed, the main purpose of German-Italian intervention in Spain. The Axis Powers are determined to maintain this new strategic situation, so that the struggle for preponderance in Spain will go on.
