NOT SO SOFT
Sir Alexander Maxwell; Home Under-Secretary, told the Mental Health Conference at Westmin ster that an increasing number of people said that as mental pa- tients they were immune from the légal consequences. of their actions.
"The classic example is that of a small boy who, when found throwing mud at passers-by and told that unless he behaved him- self he would get into trouble, said, 'Yah! you can't touch me; I am a certifled, M.D.: ".
There was an element of truth in that story, soid Sir Alexander, for there was a type of offender who was very ready to exploït his need of mental treatment.
