"UGLY TRUCULENCE OF AUTOCRACY:" KEYNOTE OF ROOSEVELT SPEECH

Key West (Florida), To-day. The "ugly truculence of autocracy" was denounced by President Roosevelt in a wireless message at the opening of San Francisco's £10,000,000 › Golden Gate International Exhibition. Speaking from Key West, where he has gone for the naval manoeuvres, President Roosevelt said: "The nations of the American Continent, by set- ting an example of international solidarity, mutual trust and mutual helpfulness, might keep faith alive in the hearts of anxious trou- bled humanity, and at the same time lift De- mocracy right above the ugly truculence of autocracy."

Opening immediately after- wards another Exhibition at Tampa, Florida, President Roosevelt outlined American for- eign policy thus:

"We desire by every legitimate means to promote freedom of trade and travel and the exchange of cultural ideas among nations.

RESIST AGGRESSION

"We seek no territorial expan- sion. We are not covetous of our neighbours, and we shall co-oper- ate in every proposal honestly put forward to limit armaments. "We abhor any appeal to force except to resist aggression.
