Hainan developments are arous- ing speculation in American and Filipino quarters here.
There is general agreement] with the argument of Chiang Kai-shek that the occupation of the island is of no strategic im- portance whatever in connection with the prosecution of the war against China.
Therefore, it is argued, the seizure of the island, must be held to be actuated by other motives. 'There is disposition in American
naval quarters to view the event, as Japan's reply to the Guam fortification announcement and as a "warning" encirclement of the Philippines.

It is expected here that France and Britain will be content with Japanese assurances for the_time being, but will watch Japanese activities on Hainan with the closest attention. Correspondent.
