The bombing incident during the cruiser Devon- shire's visit to Minorea is linked with the quès- tion of recognition of Franco's Government by Britain and France.

"Le Temps" says: "The fact that Italian planes car- ried out the bombardment during the negotia- tions on the Devonshire may indicate the Ita- lian forces were acting in contravention of Franco's wishes and casts doubts on Mussolini's assurances that Italy had no interest, political or economic in Spain.
