BRITAIN NOT TO PLAY DOG IN THE MANGER ON COLONIES ISSUE
London, To-day.
“The British Government intends to adopt no dog in the manger policy in regard to colonies,” de- clared the Home Secretary, Sir Samuel Hoare, in a speech at Plymouth last night.
Sir Samuel recalled that when he raised at Geneva
the question of world supply of raw materials · he made this clear, and added that that still re- presented the Government's views.
If the supply of raw materials was likely to cause -future disputes, there was no reason whatever why the question, and indeed every trade ques- tion, should not be settled by discussion and negotiation.

Referring to aircraft production, Sir Samuel said that ever since the September crisis aircraft produc- tion had bounded ahead, with result that to-day the Royal Force would make a very formid- able foè against any possible aggres-
gor.
