Madame Tabouls, the noted po- litical commentator, writing in "l'Oeuvre," recalls Mussolini's promise, under the Anglo-Italian Agreement, to withdraw Italian troops from the Peninsula.

However, a despatch from Spain says that General Franco is re- moving all Italian troops from Catalonia in order to allay French fears.
