PEACE PREDICTION Referring to Hitler's prediction of a long period of peace, Lord Halifax said: "No-one hopes more devotedly than I do that this pre- diction will be fulfilled.

"Give the world an assurance of peace, trade will revive and eco- nomic development will be pos- sible by which all will benefit and which will leave the achievements of the last century far behind.

"So long as the world remains an armed camp. the present diffi culties will in greater or lesser degree persist for all."

Lord Halifax asserted that the basic economic standards could not be improved unless all nations worked together for the common good.

The final accounts for 1988 published to-day in the "Gov- ernment Gazette" reveal a net deficit on the year of approxi- mately $440,000.

In actual fact, on the basis of computation in previous years, 1938 closed with a sub- stantial surplus balance, but large amounts "normally held in suspense account have been charged under the new system directed by the Secretary of State, to expenditure.

Military contribution totall- ed the unprecedented figure of $6,880,723.81, representing an increase of $1,294,308 as com- pared with 1937.

The general revenue ba- lance is shown at $13;562,- 234.97, but as indicated be- fore, certain unallocated stores previously shown as aß- sets in the general, revenue, have now disappeared from the asset side of the ledger. These total approximately $890,000 in value.

Duties produced more than $2,000,000 in excess of the Estimate and $1,479,710 more than in 1937.

Licence revenue receipts. exceeded the estimate by $1;- 000,000, Post Office receipts by $500,000, K.C.R.. receipts. by $700,000, and land sales by $750,000.

On Expenditure side, prin- ciple increases were: Har- bour Department,, $210,000; Pensions, $206,000; Miscel- laneous - Services, $1,800,000,- charitable services, $250,000. Expenditure of the P.W.D. showed a decrease.

The practice largely adopt- ed among the Chinese since the introduction of large- scale Dollar Sweeps by the Jockey Club, of buying up books of tickets and selling them by hawking, in the streets and by making tours of offices, is to be stopped.

The "Gazette” this morning contains a draft bill making hawking illegal and permit- ting the sale of tickets only at such places authorised by the Commissioner of Police or on the premises or offices of the Club conducting" the 'sweep
