The Congress for Peace and Democracy adopted a resolution to-day demanding the enforce- ment of an embargo on arms ship- ments and loans to Germany, Ja- pan, and Italy.

The Congress also asked for the removal of the arms embargo on Republican Spain.

Delegates to the Congress re- presented several thousand organ- izations throughout the country, of a total membership of about 7,000,000,-Havas.
