London, To-day.

Hector C. Bywater, naval correspondent of the "Daily Telegraph," publishes an article de- manding the strengthening of British defence measures against submarines.

According to Mr. Bywater's information, which doubtless comes from an excellent source, a changed British naval programme will be expressed by the construction of destroyers of an average tonnage of between 750 and 1,000, and in supplementing convoy as well as patrol ships.

In his article the naval expert comes to the conclusion that the present British convoy system is insufficient for protecting the mer-

chant fleet especially since mer- chantment are not fitted with sub- marine detecting devices, defensive guns and traind crew.
