Algiers, To-day. ANOTHER inspiring speech was made yesterday by the French Premier, M. Edouard Daladier, during his tour of French colonial possessions in North Africa.

Speaking at a banquet given by the Governor, he said:

"France wants peace with all countries, and wishes all the great problems of modern times to be settled not by war but by construċ- tive effort, but if anyone interprets this attitude as a sign of weakness or abdication, then I will cry halt. BLUNT REFUSAL
