BUDGETTING FOR FURTHER QUEENS
LARGE DEFICIT
Washington, To-day.
President Roosevelt, in his Budget message pre- sented to Congress yesterday, recommended that naval construction funds be increased by $115,000,000 to $270,000,000.

The increase provides for a start to building of two battleships in 1940, and expanding the naval air force by 93 planes towards the authorised goal of 3,000.
DELIBERATE ATTACK ON HUMAN LIFE

All the evidence in our posses~ sion indicates that the bombing of Barcelona on New Year's Eve was a deliberate attack on human life with bombs designed for that pur- pose, declares the report of the British Commission of Investigation of air bombardments in Spain. issued by the Foreign Office.
The report uods that the attack was made at a moment when the streets might be expected to be more than usually crowded, and in a part of the city where civilians deemed themselves immune.
The majority of the bombs dropped were of small size and unsuitable for attacking build- ings or shipping.
However, owing to the interval of eight minutes between the alarm and the fall of the first bomb, the casualties were only 44 dead, 66 seriously injured and 25 slightly injured.-Reuter-
Naval personnel is to be increas- ed by 5,500 to 113,000.
The for 1940 Budget shows yet an- other heavy deficit, Revenue is estimated at $5 669,000,000 and ex- penditure $8.995,000,000—a deficit of $3,326,000,000.
The requirements of national de- fence total $1,320.000,000, which is an increase of $309,000,000 over 1939.
SURPRISE MESSAGE
In a special surprise message to Congress, President Roosevelt urg- ed prompt approval of the appro- priation of $875,000,000 to defray
the expenses of relief for 2,700,- 000 men up to June 30.
This will thus swell the deficit

year. to $4,097,000,000, and is expected to lead to a legislative struggle, since the. Conservatives- assert that $500,000,000 is sufficient.-Reuter.

Regarding the results of the at- tack, the commissioners state that the bombs fell generally in a straight line parallel to the coast across the centre of the city and at a mean distance of two kilometres from the waterfront of the port. Distance between the first and last bomb was approximately 3,200 feet.
The commission records as usual that it has had no opportunity of examining Nationalist intelligence reports on Barcelona or the orders issued to the pilots or the pilots' reports on the raid, and in this con- nexion the commissioners add that they would welcome such an op- portunity "because all evidence in their possession indicates a deli- berate attack on human life."~Brl- tish Wireless.
