Development of a definite programme of con- tinental solidarity between the nations of the Western Hemisphere may prompt the United States to establish a new naval base on the Pacific side of Central America and fortify two strategic islands in the Caribbean off Nicaragua's east coast.

In the treaty negotiated between the United States and Nicaragua in 1914 granting this coun- try a 99-year lease to a Nicaraguan canal site were provisions giving the United States the right to fortify Little and Great Corns islands and establish a naval base in the Gulf of Fonseca.

The United States has never, undertaken any construction in this Nicaragua-owned territory but comprehensive surveys have been made and charts of the areas have been drawn up by the Navy Department.
