JAPANESE FOSTERING OF

ILLICIT DRUG TRAFFIC

London, To-day.

Mr. Hamilton Kerr (Conservative, Oldham) drew attention in the House of Commons yesterday to the large trade in narcotics developed in eighteen factories in the Peiping-Tientsin area. Mr. Kerr asked whether the Japanese military au- thorities were encouraging and sanctioning the trade.

Mr. R. A. Butler, the Under-1 Foreign Secretary, replied he was. aware of the existence of the fac- tories, but had no evidence as to the attitude of the Japanese mili- tary towards them.

Mr. Philip Noel-Baker (Labour, Derby) asked whether it was not a fact that wherever the Japanese were in control, traffic in drugs de- veloped.

Meanwhile the closest attention

is being paid in London to the situation at Tientsin, where the Japanese are controlling. the move- ments of Chinese into and out of the foreign Concessions.

The Japanese action appears to be prompted by uneasiness at the position created in their rear by Chinese guerillas.

There is reason to believe that the attitude adopted by the Japan- ese has caused annoyance not only to Britain and France but also to Germany and Italy-Reuter.
