United American Front Under Discussion

Lima, To-day.

A proposal for a declaration in favour of immediate co-opera- tion and common action of all in the the American states event of any one of them being subjected to attack from Europe or Asia, is being considered by the peace committee of the Pan- American Conference.

by

The proposal, sponsored

the Venezuela, forms part of moment for a "United Ameri- can Front" which is the out- standing feature of the Confer

ence.

Several delegations, including the United States, favour- ex- ·

in- tending the declaration to clude possible internal action by : groups supported from countries outside the American continent. the Observers, believe that Conference will pass a resolu- tion reaffirming the will of the American nations to maintain democratic principles.

the It is not expected that Conference will sign any form- al document, either: on this or other subjects, as economic and commercial problems.

Meanwhile, the Argentine and Mexican, delegations are draft- ing a resolution offering Pan- the American mediation in Spanish Civil War.-Reuter.

DEATH OF MR. J. HOWELL

It is with deep regret that we have to record the death of Mr. J. Howell, 3rd. engineer of Messrs. Jardine, Matheson and Company, which took place at Queen Mary Hospital last night.

Mr. Howell is a very old resident of the Colony and was educated at the Diocesan Boys' School. He had been ailing for some time and had been an inmate of Queen Mary Hospital for some weeks.. News of his sudden death, nevertheless, will come as a shock to his many friends.

Mr. Howell was married to the eldest daughter of Mr. and Mrs. J. H. Lawrence, of Kowloon Dock, and, in addition to his wife, he is survived by a daughter, Patricia, aged three, a brother and sister and other relatives, among whom is Mr. Wilfred Lawrence, the local swimming champion.

Mr. Howell's last ship was the s.s. Kutsang.
