NEW CUSTOMS ORDER

on

Shanghai, To-day. Commencing Friday this week, all goods transported to or from the Japanese occupied dis- tricts or areas to which the in- fluence of the Customs does not extend, must be accompanied by Customs export or import papers and duly examined by Customs officers.

Otherwise, confiscation and pun- ishment will be the order.

This new Customs ruling aims at discouraging the widespread smuggling of goods to and from the occupied areas.-Reuter.

MARTIAL LAW AT KAUNAS

The city and district of Kaunas were placed under martial law last night for a period of 6 months.

ARRESTED

A sensation was caused in diplo- matic circles by a report that in Brussels a Soviet national, whose name is not divulged, has been arrested "stealing" in a shop in Brussels.

The man is an employee of the Soviet Legation and he is said to have held a post of some importance.

After the arrest, the Soviet Minister, M. Rubini, took all pos- sible steps both with the Minis- try of Justice and Foreign Affairs to affect the release of his employee, claiming diplomatic immunity. The Belgian authori- ties, however, declined the re- quest, since the man's name was not entered in the Diplomatic List. Trans-Ocean.
