An official announcement states that the Soviet Government will agree to renewal of the Japanese- Russian Fisheries Convention only if Japan is ready to make payments resulting from the sale of the Man- churian Railway to Japan.

The sum claimed by Soviet-Rus- sia is about six million yep.

The convention expired in 1936 and in the course of lengthy ne- gotiations had since been prolong- ed only temporarily.-Trans-Ocean.
