President Roosevelt, in a broadcast address to the University of North Carolina yesterday, de- fended his democratic policy.

"There may be those in the world who believe that a regimented people, whose very thought and action are directed by one man, may give some people the type of security which-is-pleasing to them.

"But whatever convictions I have, none is stronger than my abiding belief that the security and well being of the American people can best be served by the democratic processes which made this country strong and great.
