ITALY SETTING HIGH
PRICE FOR RESUMING TALKS WITH FRANCE
Rome, To-day.
Italy's claim to Tunis is regarded as one of the chief clues on which the chances of her sinking the differences with France depend.
The success Italy considers she achieved as arbit- er at Munich and Vienna, her confidence in German support and the feeling of security given her by completion of the Anglo-Italian Agreement, have combined to make Italy set a high price for resumption of the Franco- Italian talks.
It is noteworthy that French occupation of Tunis was the determining factor in Italy's decision to ally herself with Germany, Austria and Hun- gary in 1882.

Out of the total European popu- lation of Tunis of 213,000, 108,000 - are French and 94,000 Italians,' in- |cluding naturalised Italians.
Italy would now like not merely to regain the rights held by Italians in Tunis which were surrendered under the Laval Agreement of 1985, which Italy considers has lapsed, owing to French participa- tion in Sanctions during the Abys- sinian War, but by extension of . the minorities principle adopted by Munich to encroach on the territor- ial integrity of a French posses- sion.
OTHER ITALIAN DEMANDS
Italy's other demands relate first- ly to the Suez Canal dues, one Ita- lian suggestion being that the Can- al Company should be converted into a public utility,
Secondly, Italy would like to con- trol the Djibouti-Addis Ababa Railway,
Thirdly, France should acquiesce in a Spanish settlement favourable to Gen. Franco.
British circles here, however, are inclined to believe that Italy will finally reduce her terms.—Reu-
