THE VATICAN AND BARCELONA

The statement the other day

that relations have been re sumed between the Vatican and the Spanish Government has astonished many people who have not been following Span- ish_developments closely, but undoubtedly things are moving in that direction.

It would perhaps be more correct at present to say (as put by a Spanish authority) that the restoration of these relations is beginning. Inquiries on the ...subject made in Rome received the reply that the Vatican "had never broken relations with the Republic." The door had never been shut.

The first move has been the ap- pointment by the Pope of an Apostolic Administrator .at Lerida, in Catalonia, a week or two ago. The communications between the Vatican and the Spanish Government are said to be "courteous.”

It must be remembered that, be- sides the refugee Basque Catholics in the Government territory, the vast majority of the women whose husbands and fathers are fighting against Franco are of the Catholic faith.

It is known that a number of the high. Spanish clergy whọ went to Rome at the revolu- tion now feel sympathetic to the people of Government Spain. The Spanish Govern- ment's intention to promote religious liberty has helped the closer relations.

A remarkable incident, of which much will be heard outside Franco's territory, is the 16- ported expulsion of Cardinal Segura for a speech he made recently at Seville against the

It is strange that this should have happened to Cardinal Segura. He was the Primate Cardinal of Toledo when the revolution occurred, and was expelled from Madrid în 1981 because of the violent speeches he made against the Republic. Now Franco has expelled him for a speech against his own forces. The Falangists are becoming more and more Nazi, aud developing the Nazi sentimenta against the Catholic Church, so much so that an apprehen- sion is growing among the Franco moderates that if their side won the war Franco and the Church would be dealt with as the Nazis dealt with the Government and the Church in Austria.

National Congress who have been in England since August - presenting their case for the alteration of the Constitution have now finished their official labours and must await the de- cision of the Colonial Office. Mr. Amarasuriya, President of the Congress and a member of the Ceylon Council," does not allow himself to be too optimis- tic about the results of the visit, but believes that the Con- gress case has made a favour- able impression in London. The delegates have certainly been heard with the closest atten- tion, three times by Mr. Mac- Donald, and on other occasions by civil servants. . Briefly, the aim of Congress 18 to secure for elected represen- tatives the full responsibilities of government. The present Constitution dates from 1931 and was framed on the findings of the Donoughmore Commis- sion, which held that Ceylon did not then have sufficient ex- perience of government to be given full responsibility. The Constitution, therefore, re- serves important functions to the Governor and to three offi- cera of State, who are civil ser- vants and who have charge of finance, defence, and law. The Ceylon Council, elected by un- iversal suffrage, controls other departments of State through seven committees.

The Congress suggests that de- fence should be a matter for the Governor, but that finance and law. should be in the hands of responsible Ministers. It suggests, too, that the com- mittee
