PANAMA CANAL TO BE MADE IMPREGNABLE

Declaring that the United States military preparations contemplates no aggression against any Power on earth, Mr. Woodring points out "the protective mobilisation plan of 1917" visualises that, in event of a major war, immediate employment of the initial protec- tive force of approximately 400,000 of the regular army and national guard troops, augmented by such recruitment that the exigencies of the military situation permit.
