Mr. Eden Calls For Coalition Industry Must Be On War Basis

Pace Of Rearming Inadequate

Mr. Eden, speaking in London called for-

The establishment of industry on a wartime basis to speed-up rearmament; and

The creation of a Coalition Government backed by national unity.

Speaking at the dinner of the Devonshire Club, in St. James's street, he said that the world was producing armaments on a scale without parallel in time of peace.

"In such a state of affairs it is not enough to rearm. The problem is much wider than that. We must, as a pation, agree not only on the steps we must take to put our de- fence in order, but on the purpose for which our armaments are re- quired. We must be certain that we command the essentials without which as a nation we cannot play our part in a modern world,

"Those essentials are three unity, strength, and a sense of justice.

CHALLENGE TO DEMOCRACY

!

Democracy had to meet a new and vigorous challenge in every field - in commerce and conditions of life no less than in foreign politics and armaments. Could we adapt our methods to meet this challenge, or must we be content to go on living from hand to mouth, wasting our substance without an ordered plan, spending much but achieving little, reconciling our- selves to a vast army of unemploy ed and to a falling standard of living?

"Events of recent weeks have led to franker statements, and my own. conclusion is this

that the rate of our rearmament is too slow and that the programme of our rearma- ment is in many respects in- adequate.

"It is my own conviction that it is not possible greatly to accelerate the rate of rearmament unless we take such steps in respect of indus- try as we have hitherto been pre- pared to take only in time of war.

NATIONAL UNITY

"This country has never recoiled before in the face of any appeal for sacrifice, and it won't recoil now. But if a great national effort is to be made, if sacrifice is to be endured by all sections of the com- munity, such sacrifice can only gain general, and whole-hearted ac- ceptance on the basis of national
