An army of five thousand coolies, gathered by the local au- thorities, are now clearing Changsha's streets of debris, while all the fire brigades in dis- tricts adjoining Changsha are now centred in the city, to do fire-preventing work.
A special relief commission has been formed, represented by the Provincial Government, the Garri- son Headquarters, the municipal government, and the Police Force:
Two refugee camps have been established in the city.
A temporary market, for the sale: of daily necessities, has been estab- lished outside the southern gate and another mear the eastern, gate. Large numbers of people are crowd- ing the places purchasing meat, vegetables, and other food.
Excellent co-operation between the civilians and the soldiers is in evidence everywhere. A number
of workers from the Generalis- simo's Political Board, arriving in Changsha, after the big fire, are daily turning out "wall newspa- pers" summarizing the chief events of the day at the front and on the rear. These papers are being post- [ed in many of the thoroughfares in
the city.
Another refugee camp, which will accommodate refugees and wound-. ed soldiers alike, will be establish- ed very shortly.-Central News. CHANGSHA CONFERENCE
